Erosion of Debing river poses serious threat

RUKSIN, Oct 10: Life in flood-hit Mebo sub-division in East Siang district is limping back to normalcy with water level of the rivers starting to recede.

The Mebo ADC, in a statement, said  that the flood hit people of Mer-Gadum and Borguly area have been provided all necessary helps from the administration’s end and temporary restoration measure of the breached roads has been taken up by the PWD department. The situation has improved after water receded in the area.

The same was echoed by Mebo Block NCP president Todol Pertin, who affirmed that flood-hit people of the two circles have now got respite from the food and other problems as the authority is taking all necessary relief and rehabilitation measures.

However, some PR leaders of Borguly deny the claim.

“The flood situation in the area has not improved. Several hectares of paddy fields are still under flood water. Road communication between Borguly Mebo HQ and Borguly village area is yet to be restored causing hardship to the people,” they claimed.

On the otherhand, massive erosion caused by Debing river flowing down through northern hills is posing serious threat to plain areas. Though the authority concerned has been informed of the threat posed by the river on several occasions, no anti-erosion measure has been taken up so far.

The river has eroded several acres of fertile land on both sides of the river. It also posing serious threat to the existence of APPBn beat out post (BOP) set up at Assam-Arunachal boundary. The river, known as Rajakhana in downstream Assam frequently changes it course and erodes cropland on either sides of the river besides low lying areas. Several hectares of fertile cropland belong to Debing village and Rajakhana in Assam have been swallowed by Rajakhana river during the last decade.

It may be mentioned here that the policemen in the BOP had shifted their arms and other materials to nearby Debing village on October 4 last fearing impending danger.

The ominous river has grown ten times within the last one decade and it also causing serious erosion near NF Rrailway tract at its downstream.

The Debing area falls under Pasighat-West constituency and located at a vulnerable state boundary area. The local people alleged that the local MLA is not doing anything  for development of the historically important border area, which is causing a great deal of dissatisfaction among the senior citizens.

 

 

Sibal to grace 3rd NERIST convocation ceremony

ITANAGAR, Oct 10: Union Human Resource Development Minister Kabil Sibal would address the third   convocation ceremony of   the North Eastern Regional Institute of Science Technology (NERIST) on October 12.

The Under Graduate and Post graduate students who passed out during 2010-2011 and 2011-2012 are slated to get their degrees during the convocation. NERIST is being spruced up to  accord a warm  reception to the Union Minister.

NERIST, a premier institute of   North Eastern Region, initially started functioning as a pilot project under the North Eastern Council and later, was brought under the direct control of Ministry of Human Resource Development.

The institute is managed by a Board of Management comprising representatives of the eight beneficiary states of the North Eastern Region, the AICTE/MHRD and experts from reputed technical institutions. Currently, the Board of Management is chaired by M. P. Bezbaruah. The institute has been conferred with the status of a ‘Deemed University’ in the year 2005. Soon after becoming ‘Deemed University’, NERIST has started many post graduation programmes like M.Tech, MBA, Ph.D in all disciplines, apart from its degree awarding programmes in technology and sciences.

 

 

FMD outbreak reported in Sangram area

ITANAGAR, Oct 10:  A serious outbreak of Foot and Mouth Disease (FMD) in Mithun has been reported in many villages under Sangram circle of Kurung Kumey district.

According to information by Tamchi Welfare Society (TWS) and Rural Development and Heritage Society (RDHS), several mithuns have fallen sick of the disease in Niop-Nioya and, Gangte-Hote villages while many are feared dead in jungles as search operation for the missing animals was on.

Informing that several mithuns died from FMD last month at Pungrung and Layang villages,  both the NGOs working in the district appealed to the veterinary department and the District Administration to rush a team of veterinary experts to the affected villages along with medicines to contain the disease before it spreads to nearby villages.

They also urged the authority concerned to post a veterinary doctor at Nyapin Sangram immediately.

 

 

APCF meets education minister, submits memo

ITANAGAR, Oct 10: Arunachal Pradesh Colleges’ Forum led by its President Techi Raman along with student representatives from Yachuli, Seppa and Pasighat Government Colleges met Education Minister Bosiram Siram at his office here yesterday.

APCF submitted a memorandum to Siram demanding creation of associate/assistant professors’ post, upgradation of standard of Dera Natung Government College, boundary demarcation of newly established government college and introduction of honours courses in Yachuli and Seppa Government College.

While responding to the memorandum  Siram informed the delegates about the steps taken for creation of around 140 posts of associate/assistant professor, the Forum claimed.  Regarding improvement of educational standard and admission as per merit in DNGC, the  minister reportedly said that  the education department will consider the point. However, it cannot be started at one go, he added.

Regarding boundary problem and introduction of honours course in some of he colleges, Siram also informed  delegates that department has already directed the respective district administration to make proper demarcation of college area to avoid encroachment in long run and assured to consider the demand for introduction of honours course in Yachuli and Seppa Government Colleges in next session.

Siram further said that his department is fully aware of the grievances of government colleges and as per the necessity; the government is putting its all efforts to redress their grievances one by one as per the need and availability of financial sources.

 

 

Use precious water judiciously: Minister

LONGDING, Oct 10: Water being a precious resource must be utilized judiciously, said Water Resources Development Minister Newlai Tingkhatra while inaugurating a rain water harvesting structure of 50,000 Liters capacity at Longding on October 6 last.

The minister asked the people to co-operate with the district administration which is initiating steps for all round development of Longding district.

Deputy Commissioner Shilpa Shinde explained the objective of installing the rain water storage tank under a pilot project.

The structure was demonstrated to the people. Head of various departments, Panchayat leaders, representatives of various NGOs, leaders from various churches and school children attended the function. DIPRO

 

 

‘Muskan’ resolves to continue its welfare progs

ITANAGAR, Oct 10: First Lady of the State Anupama Singh reviewed the social programmes initiated by Muskan Welfare Society (MWS) at Raj Bhavan here today. The members of the society, in the meeting,  decided to take up more activities in the coming days for the welfare of downtrodden, underprivileged, children in distress and for “Clean and Green Arunachal,” a initiative of Governor Gen (Retd) J.J. Singh. It was also decided to organize volunteer Blood donation camp and tree plantation program in the coming month.

The member secretary of MWS informed that the First Lady has contributed Rs. 50,000.00 as a token of love for the people of the State, which she got from the ‘Dual Identity’ a three-day solo exhibition of bespoke art deco pieces held at New Delhi in the first week of September, 2012.

Since its inception, the MWS, led by the State First Lady organized many health and social welfare programmes in the State. Cleanliness drives and plantation programmes were initiated throughout the State. In order to encourage self employment amongst the women folks, the society had conducted skill development programme on computer literacy and spoken English in coordination with Indira Gandhi National Open University. It also conducted beautician and tailoring courses in coordination with Oju Welfare Association.

 The Society also organized breast cancer awareness programme in the State. Blood donation camp and facilitating free heart surgeries are some of the many welfare programmes of the society.

It has organized a hiking expedition as a part of its commitment to encourage adventure tourism in the state which was actively participated by the Governor and scores of other adventure enthusiasts.

Booth Level Youth Congress Committee training held

ITANAGAR, Oct 10: A one day training programme for booth level Youth Congress Committees was conducted jointly by the Assembly Youth Congress Committees under Itanagar, Doimukh and Sagalee Assembly Constituencies at Doimukh yesterday.

The resource persons for the training programme were Deepak Singh, training I/c Indian Youth Congress, Manoj Mishra, Regional Co-coordinator, Keshaw Ji, Master Coach from Jawaharlal Nehru Leadership Institute (JNLI), New Delhi, Nabam Jose Tana and Osu Borang, master coaches from Arunachal Pradesh.

The resource persons advised the youth party cadres and office bearers to work sincerely for strengthening party organizations at grassroots level. Highlighting about MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act), ICDS, NRHM, BPL, AAY, RTI, RTE, etc, they asked the party activists to create mass awareness about the various schemes, programs and policies of the Centre.

Doimukh MLA Nabam Rebia and Doimukh Block Congress Committee president Tana Tahiang, Arunachal Pradesh Youth Congress president Tadar Niglar,  general secretaries R. N. Lalum, Kafa Bagang  and other APYCs, LYCs, AYCs office bearers  attended the programme.

A booth level Youth Congress leadership training programme for Ziro-I and Ziro-II was organized by Yachuli and Ziro-Hapoli Assembly Youth Congress at Hapoli today.

APYC president Niglar, IYC training i/c Deepak Singh, training I/c and Regional Co-coordinator Manoj Mishra attended the programme and suggested the youth participants to get maximum benefits out of the workshop.

Safi Alam, star coach, Bossum Mossang and Tako Taluk, coaches were the resource persons of the workshop.

Over 300 youths from Ziro-I and Ziro-II attended the workshop organized under the guidance of Nirmal Khadka, general secretary Lok Sabha committee i/c Lower Subansiri district.

 

 

AAPYO favours Karsingsa airport site

ITANAGAR, Oct 10: All Arunachal Pradesh Youth Organization (AAPYO) in a release today claimed that its members have visited the airport sites at Hollongi and Banderdewa yesterday, met the representatives from both the sites and studied ground realities.

 After its visit, the organization said  that the state Govt has undermined and deprived the genuine cause of the people of Banderdewa-Karsingsa by abruptly shifting the airport site to Hollongi.  The organization questioned as to why the authority is now rejecting the Karsingsa site after completion of all the necessary formalities like submission of feasibility report to Secretary, Civil Aviation on 14th March, 2006, approval of cabinet on  30th May, 2006, laying of foundation stone by Shivraj V Patil the then Union Home Minister on 20th Feb. 2007, no objection certificate from ministry of defense on 12th June, 2007,  public hearing  on Dec 4, 2009 and Environment clearance for the project site  on  April 16, 2010.  

Claiming that  the Hollongi site is vested with problems like Chakma-Hajong refugee settlement and  insecurity, the organization appealed the state Govt   to  consider the  decision  for construction of airport at Banderdewa-Karsingsa site without any political interference.

 

 

Bishnupriya Manipuri language steals the limelight in Endangered Language Fair

ITANAGAR, Oct 10: Much to the delight of the Bishnupriya Manipuri community residing in Assam, Tripura, and some pockets of Manipur and  Bangladesh and Myanmar, a research scholar Uttam Singha has delivered a lecture on the origin and evolution of Bishnupriya Manipuri language at the Endangered Languages Fair in the New York Public Library premises in downtown New York on September 29. The Fair was organised under the initiative of the Endangered Language Alliance, the Ethnic Services Round Table of the New York Library Association and the New York Public Library. Bishnupriya Manipuri language has been recognized by the governments of Assam and Tripura and introduced in primary level in educational institutions in these two states. Unfortunately, the Bishnupriya Manipuri, Indo-Aryan language, has been listed as a ‘Vulnerable’ language by UNESCO.

According to facts revealed by UNESCO, India tops the list of countries having maximum number of dialects on the verge of disappearance. With 196 of its languages listed as endangered including around 80 in the Northeast, India is closely followed by the US which stands to lose 192 languages and Indonesia, where 147 are in peril.

However, the Indian Government says UNESCO has put certain dominant Indian languages within the endangered category.

Presenting an overview of Bishnupriya Manupuri language, its roots, influences of both Indo-Aryan and Tibeto-Burman language, Uttam Singha, a litterateur and  an expert in Bishnupriya Manipuri language, gave a brief account of the Bishnupriya Manipuri people and their culture and heritage and also spoke about the decades long language struggle and how the Bishnupriya Manipuris language  got  recognition not before  a young  soul, namely, Sudeshna Sinha laid down her life.  

A soft spoken Singha, who is also a founding member of Pouri, an international publications, further gave an account of Bishnupriya Manipuri literature and prominent literary figures of the community and did not miss the opportunity to mention about the social media platforms like Bishnupriya Manipuri Discussion Forum in the Facebook where community related issues are discussed.

Daniel Kaufman, Linguist and Founder of the Endangered Language Alliance, discussed some of the New York's endangered linguistic communities and their languages as well as showing recent video pieces from a collaboration with Google's Endangered Language Program on the languages of Timor.

K. David Harrison, linguist, author of The Last Speakers: The Quest to Save the World's Most Endangered Languages and a leader of the National Geographic's "Enduring Voices" project who has spent the past decade working with speakers of some of the world's smallest and most endangered languages in locations in Siberia, India, Chile, the U.S. and elsewhere, also addressed the audience in an hour long session.

Siang Fraternity Football tournament in November

YINGKIONG, Oct 10:   The Siang Fraternity Football Tournament comprising various teams from three Siang districts, East, West and Upper Siang is being conducted here in November next. It was decided in a meeting held under the chairmanship of Upper Siang deputy commissioner Liyon Borang in his office chamber today which was attended by all the executive members of the District Sports Association.

Forum for yearly completion of the road project

ITANAGAR, Oct 10: Ziro –II Anticorruption Youth Forum (ZAYF) in a letter to the Papum Pare deputy commissioner appealed him to direct the SRK Construction company and state highway authority for early completion of the  Papu Nalah via Yupia to Potin road.

The  Forum said that due to inordinate delay in completion of the road project, the commuters of Lower Subansiri, Upper Subansiri, Kurung Kumey and some  parts of the  Papum Pare district have been facing communication problems.

 

Association alleges violation of recruitment rules

ITANAGAR, Oct, 10: All Arunachal Pradesh Unemployed Engineers Association (AAPUEA) today pleaded concerned authority for immediate requisition of assistant engineers. In a seven points representation submitted to the secretary power, association urged the authority to call back officiating candidates who were allegedly recruited against the direct recruitment quota. It also requested for the requisition of six assistant engineer posts in civil. Further association  urged the department to stop officiating of assistant engineer posts saying that it deprived others unemployed candidates.

 

Society and school fraternity mourn student’s death

ITANAGAR, Oct 10: All Tallong Welfare Society (ATWS) and Boum Kakir Mission School Midphu near Doimukh have expressed their heartfelt condolences at the sudden demise of a minor student Abraham Kocho who died suddenly on 2nd October last. Born on 17th August 1996, with mother Pakhya Kocho and late father Mama Kocho in Seppa of village Rang in East Kameng, late Abraham was a student of class VI at Boum Kakir Mission School Midphu.

In a condolence message to aggrieved family ATWS has said that death of young student was not only loss to family but also to the entire society. As a mark of respect to Abraham, School had suspended the classes on 3rd October

 

Fresh interview demanded

ITANAGAR, Oct, 10: Miffed with the report of one man enquiry committee on alleged unfair means adopted in APPBn/IRBN recruitment drive in Upper Subansiri district, Tagin Welfare Society Itanagar and All Tagin Students Union today jointly demanded for fresh interview for the same.

In a In a joint representation to the chief minister, both the organizations expressed dissatisfaction over the  report of one man enquiry committee, claiming that authority has not pay heed to public grievances till today. Organizations also demanded for the selection of new selection board members for conducting free and fair interview.  It also demanded for an action against the persons involved in unfair means.

Earlier Chief Minister Nabam Tuki constituted a one man enquiry committee to ascertain the alleged report of unfairmeans practiced by the selection board members during the recruitment process of APPBn/IRBN constable post in Upper Subansiri.

 

Union demands additional ration sorties for Anjaw

ITANAGAR, Oct 10: A delegation of All Anjaw District Students’ Union (AADSU) led by its president Jaisin Tindya and Ritemso Manyu today met Director Food & Civil Supply Sadhana Deori and apprised her about the food scarcity being faced by the people of the Anjaw district.  The scarcity of food and other essential commodities has become  a serious problem in the district due to blockage of road at many points since last fifteen days. The students particularly those who are sitting for their examinations are at the receiving end. During the hour-long discussion the student leader duo requested the director for immediate approval of additional air sorties to mitigate the sufferings of  the flood ravaged people.

The Director on her part informed that  there is sufficient stock of food grain at Tezu depot. She also highlighted her office’s inability to arrange additional air sorties which are being carried out by Indian Air Force  and beyond the jurisdiction of Food & Civil Supplies office.

While appreciating the Food & Civil Supply department for its concerted effort in solving the food crisis, the AADSU has strongly urged the state government to immediately place necessary order to Indian Oil Corporation (IOC) for procurement of aviation fuel so that additional air sorties can be carried out  for supply of more food items with the help of Indian air force.

 

Administrative order for vehicle parking place

ITANAGAR, Oct 10:  In order to find out an alternative to haphazard parking of goods transport and passengers vehicles (Tata mobile van, Tuta Sumo, trekkers etc) alongside the national highway at Naharlagun which causes unnecessarily traffic  jam  and  inconvenience to  pedestrians,   the Capital Complex Deputy Commissioner in a meeting with the various stake holders and concerned officers on Oct 8  unanimously decided to  use the unused vegetable market shed complex at Barapani, Naharlagun  as temporary parking place for both goods and passenger vehicles. Following the decision taken in the meeting, the  Capital Complex deputy commissioner in its order has urged the vehicle (Tata mobile van, Tata Sumo, trekkers etc) owners to park their vehicles at Barapani vegetable market shed with effect from Oct 12 without fail.

The administration also urged the autorickshaw owners/drivers to park their vehicle as specified location at Naharlagun in a row. It further said that any vehicle owners/drivers found violating the order will  face action as per rules. DC further directed the SP traffic to depute manpower to ensure compliance of the order.

Number of hungry people decline

Despite about 870 mn people suffering from chronic undernourishment, there are signs that with extra effort the MDG target can be reached, says the UN hunger report.

The State of Food Insecurity in the World 2012, jointly published by the UN Food and Agriculture Organization, the International Fund for Agricultural Development and the World Food Programme presents better estimates of chronic undernourishment based on an improved methodology and data for the last two decades.

The vast majority of the hungry, 852 million, live in developing countries -- around 15 percent of their population -- while 16 million people are undernourished in developed countries.The global number of hungry people declined by 132 million between 1990-92 and 2010-12, or from 18.6 percent to 12.5 percent of the world's population, and from 23.2 percent to 14.9 percent in developing countries - putting the MDG target within reach if adequate, appropriate actions are taken.

The number of hungry declined more sharply between 1990 and 2007 than previously believed. Since 2007-2008, however, global progress in reducing hunger has slowed and leveled off.

The new estimates suggest that the increase in hunger during 2007-2010 was less severe than previously thought. The 2008-2009 economic crisis did not cause  an immediate sharp economic slowdown in many developing countries as was feared could happen; the transmission of international food prices to domestic markets was less pronounced than was assumed at the time while many governments succeeded in cushioning the shocks and protecting the most vulnerable from the effects of the price spike.

The report suggests that if appropriate actions are taken to reverse the slowdown in 2007-08 and to feed the hungry, achieving the Millennium Development Goal of reducing by half the share of hungry people in the developing world by 2015 is still within reach.

Think globally act locally!

This is in reference to letter by Michi Tabyo titled “NH 52(A)-Best amusement park of the world” published in your daily today. He has very clearly described the road condition of NH 52 (A) in best funny way. Yes it is very much true as one can feel the tremors and internal organs bumping with each other while driving in capital road. Unorganized earth cutting and building construction along the road side is the main cause for destroying capital roads. Water logging is the root cause for damaging road. It is my view that the administration should make mandatory rules for earth cutting and construction in the capital complex. Any damage to public property/road due to illegal earth cutting and construction should be strictly dealt with. It is a common fact that all garbage’s are dumped in the drains. Mud and silt from construction/ earth cutting sites are carelessly guided into the drains causing it to overflow to the roads. Once all this facts are taken into consideration, the roads in the capital city of Arunachal Pradesh would be in better condition. Think globally act locally!

Adopt other means of agitation, say no to bandh culture

Dear Editor,

We on behalf of student welfare committee of Govt. Hr. Sec. School Itanagar totally condemn bandh call on 17th Oct. 2012. Frequent bandh call hampers the normal and smooth functioning of school curriculum thereby adversely effecting the timely completion of syllabus and time bound formative exam (CCE) as prescribed by the C.B.S.E. education is a long process, not a single day labour. Therefore, through your esteemed daily, I would like to request the bandh callers to adopt other remedial measures of agitating thereby denouncing bandh calls.

Take proper steps for identification of school buses

Dear Editor,

Through the columns of your esteemed daily, I would like to draw attention towards the systematization of School vehicles of Capital Complex. The School vehicles are not identified now-a-days because there is lots of Semi Govt, and Private School operating in the City. The children are not aware of the identity of his /her own school buses and sometimes boards in a wrong bus. The owners of Semi Govt, and Private Schools should take some steps because these vehicles are not properly symbolized or identified. Therefore, I request the owners of Semi Govt, and Private School to modify the vehicle. The name and the contact no. of the School, institutions must be written on the back, front and sides of vehicles and buses should be of a same colour. This is under the rules of Indian Motor Act 1988, the Indian Motor Rule 1988, and Assam Motor Rules 2003.

In the context of above, I also request the Govt, of Arunachal Pradesh, Deputy Commissioner Capital Complex, Superintendent of Police Capital Complex, Regional Transport Officer, District Transport Officer, Administrative Capital Complex, Road Safety Cell (Traffic Police), All Arunachal Public Motor Transport Federation and All Arunachal Transport Federation to ensure that such rules and regulation are followed by Semi Govt, and Private Schools owners for safety of School children’s.
